Cigar rooms
The customers of a cigar room recognized by Ministère de la Santé et des Services sociaux (MSSS) can smoke cigars and pipe tobacco on the premises because the establishment meets the conditions set out in Section 8.1 of the Tobacco Act. However, cigarette smoking is prohibited in cigar rooms.
Under Section 8.2, the Act also stipulates that the operator of a cigar room may not :
- Permit that meals be consumed by customers in the cigar room
- Admit a minor to or allow the presence of a minor in the cigar room

In cigar rooms that are not recognized by MSSS, the use of all tobacco products is prohibited. Furthermore, pursuant to Section 1 of the Regulation under the Tobacco Act, any product that does not contain tobacco and is intended to be smoked, such as tobacco-free shisha, is also prohibited.
The operator of a cigar room that is not recognized by MSSS who tolerates the use of tobacco on the premises or the use of tobacco-free products intended to be smoked may be subject to a fine ranging from $400 to $4,000. In the event of a repeat offense, the fine may range from $1,000 $ to $10,000. Customers who smoke in a cigar room that is not recognized by MSSS are also subject to a fine ranging from $50 to $300, or from $100 to $600 in the event of a repeat offense.
