Background

On February 7, 2015, the National Assembly adopted An Act to modify the organization and governance of the health and social services network, in particular by abolishing the regional agencies. This represents a major step for the health and social services network and the ministère de la Santé et des Services sociaux (MSSS).

This law consolidates and continues previous efforts to improve and maintain the health and social services system. This reorganization is in line with the initiatives that begun in 2004-2005, which were designed to create Local Service Networks (LSNs) in each health and social service region and merge the health and social services centre (CSSS) institutions at the core of these LSNs, giving them populational responsibility.

The reorganization of the health system will now go further, primarily giving either a Centre Intégré de Santé et de Services Sociaux (CISSS) or Centre Intégré Universitaire de Santé et de Services Sociaux (CIUSSS) most of the health and social services at the core of a Réseau Territorial de Services (RTS). This reorganization is an opportunity to harmonize practices and improve the flow of services through the merger of various institutions to the benefit of users and the public.
