Health-Care Elections 2011
On November 1, 2011, elections will be held to elect representatives of the general public to the boards of directors (BDs) of public institutions in the health and social services system, in accordance with the provisions of the Act respecting Health Services and Social Services.
In all, 185 public institutions in 16 regions of the province will complete the process leading to the renewal of their boards of directors, with new members slated to assume their duties on February 1, 2012.
Eligibility to Serve on a Board of Directors
The boards of directors of public institutions in Québec’s health and social services system must reserve two seats for representatives elected by the general public.
If you are eligible, you may hold one of these seats and take part in decisions affecting the vast range of services provided to your community. By serving on the board of directors of a public institution, you contribute, in particular, to:
- Developing the institution’s priorities and directions, while taking into account the health and social needs of the population served as well as the services offered.
- Managing the institution’s affairs.
- Improving the quality and effectiveness of the services delivered.
- Promoting the rights of users and promptly handling their complaints.
- Using human, physical, and financial resources economically and efficiently.
Nominations
You may file your candidacy for only one board of directors of a public institution. To be eligible, you must:
- Be a resident of Québec.
- Be of legal age (18 years or older).
- Not be under tutorship or guardianship.
- Not have been found guilty of an offense punishable by three or more years of imprisonment in the past five years.
- Not have been relieved of your duties as the member of a board of directors of an institution or health and social services agency in the past three years.
- Not have been found guilty of violating the Act respecting Health Services and Social Services or its regulations in the past three years.
- Not be or have been employed by the institution, nor practise or have practised your profession there in the three years preceding the date of elections.
- Not have a member of your immediate family serving as executive director, deputy executive director, or senior staff member at the institution. An immediate family member means your spouse, your child, your spouse's child, your mother, your father, your mother's spouse, your father's spouse, your child's spouse, or the spouse of your spouse’s child.
- Not provide goods or services for payment to the institution.
- Not be employed by the Ministère de la Santé et des Services sociaux, a health and social services agency, or the Régie de l’assurance maladie du Québec, and not receive remuneration from the Régie.
- Not be a member of the board of directors of a health and social services agency or the Régie de l’assurance maladie du Québec.
- Not be a user residing in the institution.
- Not, either directly or indirectly, have relations or interests—particularly of a financial, business, professional, or philanthropic nature—that might be detrimental to decisions being made in the interest of the institution.
If, for one or more reasons, you are not eligible to be a candidate, you may still exercise your right to vote.

When and Where to Vote
Polling offices at the various institutions will be open the required hours from 12:00 p.m. to 8:00 p.m. on election day, which will be Tuesday, November 1, 2011.
You must vote in the area where your primary residence is located and you may vote for each of the institution's missions described below:
- Health and social services center
- Residential and long-term care center
- Rehabilitation center for mentally impaired persons or persons with pervasive developmental disorders
- Rehabilitation center for physically impaired persons
- Rehabilitation centers for persons suffering from alcoholism or other forms of addiction
- Child and youth protection center
- Rehabilitation center for young persons with adjustment problems or for mothers with adjustment problems
- Hospital center
- General and specialized hospital center designated as a university hospital center, a university institute, or an affiliated university center
